Igor Lysov is the councilor of the Verkhovna Rada of Ukraine, the people`s deputy the Verkhovna Rada of Ukraine of V-VI convocations, the first vice-president of The Confederation of Builders of Ukraine, the Honorary President of the building company “Liko-Holding”, the president of the Ukrainian Diving Federation, the Doctor of Public Administration, the candidate of Economics.
Igor Lysov was born on July 14, 1958, in Khmelnytskyi. In 1991, Igor Lysov began to build his own empire – the building company “Liko-Holding”, the main activity of which is the construction of “Liko-Hrad” – the European residential complex with a well-developed infrastructure. Thanks to his enthusiasm, erudition, orderliness, creativity and dedication to his profession, Igor Lysov manages to fulfill his career goals and reach unbelievable heights – in 2001 he received the title “The Honored Builder of Ukraine”, and in 2012 his construction company became the winner of the Second All-Ukrainian IBuild Ukraine Award in the nomination for “Reliable Developer”. Currently, he is actively working on the realization of the program “Affordable Housing: 30/70”.
Since 2003, Igor Lysov is a deputy of the Kyiv City Council and the Head Deputy of the Kyiv City State Administration. Between 2006 and 2012, he was chosen as the people`s deputy of Ukraine two times and held the position of Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Construction, Urban Development and Housing and Communal Services, and Regional Policy, and was a member of the Special control commission of Verkhovna Rada of Ukraine for privatization. Igor Lysov is the author and co-author of 18 laws, most of which were adopted by the Verkhovna Rada of Ukraine. Since December 2012, he is the councilor of the Verkhovna Rada of Ukraine. Since March 2013, he is the first vice-president of The Confederation of Builders of Ukraine.
Igor Lysov is doing his best to raise the role of the church in society and optimize the religious life in Ukraine. The successful construction of the Transfiguration Cathedral with the largest carillon in Europe (Holosiiv district, Kyiv, 2010) and the Temple of the Prophet Elijah (Mountain Vysoky Verkh – 1176 m, Lviv region, 2011), which was listed in the Ukrainian Book of Records as “The highest point of Orthodoxy of Ukraine – Ukrainian Athos”, is proof of it. Igor Lysov is the Chairman of the Parish Council and the donor of the Transfiguration Cathedral and chairman of the Foundation for the Memory of His Beatitude Volodymyr, Metropolitan of Kyiv and all Ukraine (Sabodan). Igor Lysov was awarded the decoration of the Primate of the Ukrainian Orthodox Church, the Order of St. Andrew the Apostle the First-Called, the 1st Class of the St. Volodymyr Order, Order of Yaroslaw the Wise, Order of the Venerable Anthony and Theodosius of Pechersk of the 1st degree, Order of Saint Job of Pochaev of the 1st degree, Order of Saint Nicholas the Wonderworker, and Order of St. Theodosius of Chernihiv for the construction of such a unique cathedral.
Igor Lysov makes significant contributions to the development of Ukrainian sports since he believes that it is one of the main indicators of public health and prosperity of the state. Since 1999, he is the member of the Executive Committee of the National Olympic Committee of Ukraine and president of the Ukrainian Diving Federation. In 2012, Igor Lysov won the nomination “The Best Organizer of sports” in the annual competition “The Heroes of the Sports Year”. Thanks to his financial support, the new sports complex “Liko” was built. It is the only one in Ukraine State center for Olympic diving training, the base of the national diving team and youth sports school “Triumph”.It has the large Olympic swimming pool and sidelines. As a result, our Ukrainian diving team is among the top three teams in Europe.
Igor Lysov is the founder and president of the Charitable Foundation “Ridne misto moie” that has been assisting residents of the Holosiiv district of the capital for more than 10 years, namely by installing the necessary medical equipment in outpatient clinics, repairing playgrounds and organizing holidays.
Igor Lysov was awarded the Orders of Merit of the 3rd degree (2003) and 2nd degree (2011) for his considerable personal contribution to the formation of independence of Ukraine, the assertion of its sovereignty and international authority, for merits in state-making, socio-economic, scientific-technical, cultural and educational activities, honest and impeccable service to the Ukrainian people.
Igor Lysov is a prime example of a happy family man. He and his wife Oksana bring up one son Ruslan and two daughters – Elizabeth and Stephanie.
